RODOANEL TRECHO NORTE: "PLANEJAMENTO É ESSENCIAL"
Obra que atravessa os distritos de Jaraguá, Brasilândia, Mandaqui e Tremembé.
Gilberto Alvarez Giusepone Junior , engenheiro e diretor do Cursinho da Poli, discute no texto que segue se o traçado proposto para o trecho Norte, cuja construção pretendem começar nos próximos meses, não terá um custo social e ambiental muito maior do que o benefício que ele pode trazer, ao tentar eliminar o "trânsito de passagem" pela cidade de São Paulo.

"Caso implantado como está previsto, o trecho Norte do Rodoanel trará problemas muito mais graves do que o próprio congestionamento crônico ao qual a cidade de São Paulo parece estar condenada. A população da região Norte não é contrária ao Rodoanel, e muito menos ao desenvolvimento econômico que dele poderá advir. Mas a proteção do meio ambiente e a inclusão social devem ser prioritariamente resguardadas por um traçado adequado.
Em primeiro lugar, não se apresentaram documentos e estudos comprovando que o traçado escolhido não trará grave degradação ambiental. O Estudo de Impacto Ambiental (EIA) e o seu respectivo Relatório de Impacto Ambiental (RIMA) não explicitam quais serão os danos reais aos moradores, comerciantes e instalações públicas das regiões cortadas pela obra. Como justificativa para essa falta de transparência, o governo do Estado afirma que este não é o momento para detalhar essas questões - embora se saiba que, apesar de a obra não ser ainda licenciada, o Estado já escolheu o traçado. Se o Rodoanel tem como objetivo eliminar o trânsito de passagem, por que se instalará tão próximo da malha urbana?
Outra preocupação diz respeito aos danos permanentes que o projeto pode trazer à biodiversidade da Serra da Cantareira, que abrange os municípios de São Paulo, Guarulhos, Mairiporã e Caieiras. Com quase 65 mil hectares, ou oito mil campos de futebol, a Serra é um santuário de Mata Atlântica, uma das mais importantes florestas nativas do mundo, declarada pela Unesco parte integrante da Reserva da Biosfera do Cinturão Verde de São Paulo. Faltam também estudos atualizados da expansão urbana da região, essenciais para a definição do traçado, pois áreas consideradas irregulares hoje estão em processo de regularização e altamente adensadas. Se fossem conhecidas, as condições de convivência pré-existentes dessas comunidades dariam indicativos seguros das ações que deverão ser tomadas para remoção e reassentamento.

É inquietante também a divisão dos bairros em dois pelas pistas do Rodoanel. Comunidades inteiras serão cortadas pela estrada, numa lógica de segregação das relações sociais entre os moradores. Outra pergunta que precisa ser respondida é sobre o real objetivo do acesso à avenida Raimundo Pereira de Magalhães. O entorno dessa via já é densamente povoado. A construção desse tronco criará nova rota de fuga das marginais, transformando o Rodoanel em mais uma avenida para o trânsito da capital. O governo do Estado mostra, com a colocação desses acessos, mais uma vez, que privilegia os carros em detrimento do transporte público; e, dessa forma, não vai cumprir nem mesmo o objetivo primordial de retirar da cidade o pesado tráfego de caminhões que emperra o trânsito.
Muitos desses problemas poderiam ser evitados se houvesse comunicação entre o governo do Estado, a Prefeitura, as subprefeituras e as comunidades que serão impactadas pelas obras. Não foi criado ainda um sistema participativo para que a população possa opinar e oferecer, em tempo hábil, suas sugestões e contribuições. Infelizmente, o governo do Estado executa o projeto de forma unilateral, demonstrando descaso em relação aos demais agentes interessados no tema. É necessário que desça do pedestal de arrogância e comece a dialogar para que respostas consistentes possam ser dadas às indagações já apresentadas, tanto nas audiências públicas como nos vários pedidos de informações protocolados junto à empresa Dersa (Desenvolvimento Rodoviário S/A). Somente assim São Paulo poderá evitar o arrependimento de investir tantos recursos em uma obra mal planejada e mal acabada como tantas outras.
Um projeto que prevê desenvolvimento econômico para São Paulo tem que prever também o desenvolvimento das comunidades. O Rodoanel deve ser exemplo de como conciliar obras de infraestrutura urbana com a melhoria da qualidade de vida e a preservação ambiental. Junto a um novo traçado que traga menor impacto socioambiental, será preciso apresentar um plano de reassentamento para as famílias e os segmentos populacionais atingidos, a fim de reduzir o impacto nas redes sociais já estabelecidas por essa população. Esse projeto deve mostrar onde serão construídas as unidades habitacionais, os valores das cartas de crédito e os prazos de entrega que deverão ser definidos concomitantemente à execução da obra. A população afetada indiretamente também deverá ser informada do projeto e de seus direitos, e as restrições de acesso deverão ser consideradas para fins de compensação.
Deverá acompanhar o empreendimento um programa transparente de melhoria da qualidade de vida, que contemple planejamento urbanístico com a criação de praças, áreas verdes, infraestrutura, aumento dos equipamentos públicos e regularização fundiária, inclusive com um plano de urbanização e moradia para a população do entorno que ocupa áreas de risco. Detalhes como o isolamento acústico de residências muito atingidas pelo barulho incessante dos caminhões e o cadastro de grupos em condição de vulnerabilidade para serem removidos com segurança para suas novas moradias também devem ser previstos. Para quem vê o Rodoanel como espectador, parece importar apenas que ele seja concluído o mais rápido possível; mas, para quem vai ser diretamente afetado pela obra, é preciso planejar todos os aspectos, para que ela realmente traga para São Paulo tudo o que se pretende."
